ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 11 – 3.9.2020

We are currently excavating trial pits, regrading roadside verges, jetting to accommodate CCTV surveys of existing surface water drainage pipelines, repairing pipelines using trenchless technology and also excavating to replace pipelines damaged by others in both Phase 5, which runs northwards from Main Street, Church Stowe to Heyford Lane, Stowe Hill and Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec. Works in these phases are running concurrently.

The substantial number of additional repairs to the existing drainage system together with the effect on progress as a result of the recent wet and windy weather means that all works described above will now be completed by Friday 11th September 2020.

NB: This is also the completion date for the whole of the Jack's Hill MDP scheme.

At 8pm Tuesday 1st September 2020, we started carrying out minor snagging and finishing works under temporary 2-way traffic signal control. These works will be carried out wherever necessary in Phases 1 – 4 inclusive and completed during the period between now and Friday 11th September 2020.

All the works described above are being carried out overnight between 8pm and 6am Mondays to Fridays inclusive

Following completion of the planned resurfacing of the carriageway in Phases 1, 2, 3 & 4, the wet skidding resistance of the whole road surface between Tove roundabout (A43) and Weedon Bec was measured using a Sideway-force Coefficient Routine Investigation Machine (SCRIM).

This SCRIM test showed that, since the original resurfacing schedule had been drawn up, there had been an increase in deformation of the road surface in certain areas outside of those already treated. The deformation in these areas is such that they would benefit from shallow milling and resurfacing to a depth of 50mm.

Funds for these additional works have now been made available and, in order for these and all other works to be completed by 11th September 2020, it is necessary to carry out the additional resurfacing between 8am Saturday 5th and 6am Monday 7th September 2020.

I apologise for any inconvenience another weekend closure will cause, particularly as I'd advised in my previous update that there wouldn't be any further weekend closures after 3rd August 2020. However, I hope that you can understand the necessity, from a road user safety perspective, for this additional resurfacing to be carried out sooner rather than later.

During the period between 8am Saturday 5th September and 6am Sunday 6th September 2020, shallow milling, resurfacing, installation of road markings and road studs to resurfaced areas will be carried out, firstly in both Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe and Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe and then followed in both Phase 2, which runs northwards from Banbury Lane / Butcher's Lane crossroads, Foster's Booth to Northampton Road (Litchborough) and Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe.

The works in Phases 3 and 4, consist of approximately 120 metres of the southbound carriageway, heading northwards from Main Street, Upper Stowe, across the Furnace Lane junction towards Main Street, Church Stowe.

The works in Phases 2 and 3, consist of approximately 270 metres of both carriageways, heading northwards from just north of Northampton Road, heading northwards across the junction towards Main Street, Upper Stowe.

During the period between 8am Sunday 6th September and 6am Monday 7th September 2020, shallow milling, resurfacing, installation of road markings and road studs to resurfaced areas will be carried out in both Phase 1, which runs northwards from Tove roundabout (A43) to Banbury Lane / Butcher's Lane crossroads, Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butcher's Lane crossroads, Foster's Booth to Northampton Road (Litchborough).

These works, to approximately 900 metres of the southbound carriageway in Phase 1, heading northwards from just north of the Astcote turn to approximately 400 metres south of the Banbury Lane / Butcher's Lane crossroads in Foster's Booth and approximately 420 metres of the northbound carriageway in Phase 2, heading northwards from just north of the Cornhill turn towards Northampton Road (Litchborough) will run concurrently.

NB: During the works in Phase 1, only permitted escorted access will be available northwards from the hard closure point north of Bairstow's Lodge beyond Jack's Hill Café and southwards from the Banbury Lane / Butcher's Lane crossroads in Foster's Booth.

During the works in Phase 2, there will be no local southbound access from the hard closure point at Northampton Road (Litchborough) to Foster's Booth. Local northbound access from Foster's Booth will only be available as far as the Cornhill turn.

However, access across the Banbury Lane / Butcher's Lane crossroads will be available at all times over the weekend, with the hard closure point in Phase 2 for northbound local traffic being located on the northern outskirts of Foster's Booth.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working.

Update Bulletin 10 ***STOP PRESS*** – 17.8.2020

Please note that works are continuing in Phase 2, which runs northwards from Banbury Lane / Butcher's Lane crossroads, Foster's Booth to Northampton Road (Litchborough), until 6am Wednesday 19th August 2020.

This means that works in Phase 5, which runs northwards from Main Street, Church Stowe to Heyford Lane, Stowe Hill and Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec, will now start at 8pm on Wednesday 19th August 2020 instead of tonight as originally planned.

These works in Phases 5 and 6 will run concurrently until one of the phases is completed.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 10 – 30.7.2020

Clearance of vegetation, tree removal, regrading of verges, footpath works, CCTV surveys of existing drainage pipelines and installation of drainage and kerbing were completed in Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe on Wednesday 29th July 2020.

Similar works in Phase 5, which runs northwards from Main Street, Church Stowe to Heyford Lane, Stowe Hill and Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec will be substantially completed by Friday 31st July 2020.

NB: We are planning to return to Phases 5 and 6 on Monday 17th August 2020.
This is so that we can repair existing surface water drainage pipelines using trenchless technology and also excavate to replace pipelines damaged by others.
These works are expected to take approximately two weeks or so and will run concurrently until one of the phases is completed.

Our next and final weekend closure is between 8pm Friday 31st July and 6am Monday 3rd August 2020 in both Phase 1, which runs northwards from Tove roundabout (A43) to Banbury Lane / Butcher's Lane crossroads, Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butcher's Lane crossroads, Foster's Booth to Northampton Road (Litchborough).

Works in these phases will run concurrently and are planned as follows:

During the period between 8pm Friday – 6am Saturday:
Shallow depth milling of an area within both carriageways in Phase 1, just south of the Duncote turn.
Milling of lay-bys in Phase 1.
Milling across all carriageways in Phase 2, just north of the Cornhill turn.

During the period between 8am Saturday – 12 noon Sunday:
Installation of 225mm diameter surface water pipeline in trench, across all carriageways in Phase 2, just north of the Cornhill turn and also excavate to replace pipelines in verge damaged by others.

During the period between 12 noon Sunday and 6am Monday:
Shallow depth resurfacing of an area within both carriageways in Phase 1, just south of the Duncote turn.
Resurfacing of lay-bys in Phase 1
Resurfacing across all carriageways in Phase 2, just north of the Cornhill turn.
Installation of road markings to resurfaced areas.

From 8pm Monday 3rd August 2020 we shall be in Phase1 for two to three nights completing repairs to existing surface water drainage pipelines using trenchless technology.

We shall also be in Phase 2, from that time until 6am Saturday 15th August 2020, to continue installing addition surface water drainage north of the Cornhill turn, replacing existing road gullies near Northampton Road (Litchborough) and resurfacing footpaths.

Please note that works in these phases, which are being carried out during the period between 8pm and 6am Mondays to Fridays inclusive, are planned to run concurrently for two to three nights until the pipeline repairs in Phase 1 are completed.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working.

Additional Information - M1 Works SB J19 - J15

As stated in my previous bulletin, we will not be carrying out works on the A5 between Tove roundabout (A43) and Weedon Bec this weekend.

This is because the Costain Galliford Try Smart Motorways Joint Venture (JV) is carrying out works to the southbound carriageway of the M1 between J19 and J15 on Saturday and Sunday.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 9 – 9.7.2020

Clearance of vegetation, tree removal, regrading of verges, footpath works, CCTV surveys of existing drainage pipelines and installation of drainage and kerbing are currently being carried out in both Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe and Phase 5, from Main Street, Church Stowe to Heyford Lane, Stowe Hill.

We have also had to return to Phase 3, which runs between Northampton Road (Litchborough) and Main Street (Upper Stowe) to carry out additional repairs to existing drainage pipelines using trenchless technology.

Please note that works in these phases, which are being carried out during the period between 8pm and 6am Mondays to Fridays inclusive, are planned to run concurrently for the next week or so until the additional works in Phase 3 are completed. Phases 4 and 5 will then run concurrently for a further two to three weeks. Similar works will only start in Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec when all works in Phase 4 are completed. Phase 6 is currently planned for completion in August 2020.

During the weekend of 26th to 29th June 2020, we carried out drainage and fencing works in both Phases 1 and 2 together with milling, resurfacing and application of road markings to the carriageway in Phase 1.

Our next planned weekend closure is between 8pm Friday 10th to 6am Monday 13th July 2020 in Phases 1 & 2

We are planning to carry out milling, resurfacing, laying of high friction surfacing and application of road markings to the southbound carriageway in Phase 1, from approximately 300 metres north of the Duncote turn to just north of the Astcote turn.
These works will be carried out during the period between 8pm Friday and 6am Monday.

We are also planning to carry out shallower depth milling, resurfacing, laying of high friction surfacing and application of road markings to smaller areas of both northbound and southbound carriageway in Phases 1 and 2.
These smaller areas run from approximately 650 metres north of the Astcote turn, through Foster's Booth to approximately 600 metres north of the Cornhill turn.

The smaller areas of resurfacing in Foster's Booth are, with one exception, all in the southbound carriageway and run from just south of the Banbury Lane / Butcher's Lane crossroads to just north of Foster's Booth Road. These works will also extend into Butcher's Lane by approximately 7 metres.

The exception is in the northbound carriageway just north of Foster's Booth Road.
The remainder are located in both northbound and southbound carriageways running from approximately 500 metres north of Foster's Booth Road to approximately 600 metres north of the Cornhill Turn.


These works will be carried out during the period between 5pm Sunday and 6am Monday, with all milling and resurfacing in Foster's Booth being completed by midnight. The less noisy operations of laying high friction surfacing and application of road markings will continue into the early hours of Monday.

We are also planning to permanently reinstate a 1.2 metres wide strip of carriageway in front of the previously laid integral kerbing and drainage units in Foster's Booth on Sunday although, these works will be carried out during the period between 8am and mid-afternoon.

We will endeavour to maintain access across the Banbury Lane / Butcher's Lane crossroads over the weekend. However, the crossroads may be closed for a time on Sunday morning during reinstatement in front of the kerbing and drainage units. The crossroads will definitely be closed for a few hours from 5pm Sunday for resurfacing and to allow the material time to cool down enough for traffic to run on and high friction surfacing and road markings to be applied.

We are also planning to complete the remainder of our footpath resurfacing works in Foster's Booth on Saturday with works starting at 8am.

Please note that, for your safety pedestrian access will need to be managed, not only during footpath resurfacing works but also whilst the surfacing materials are cooling down, For your own safety, please follow any instructions given by the marshal(s) during this time.

We are also planning to reline existing drainage pipes under the grass verge near Weedon Motocross Track in Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe.

FOSTER'S BOOTH – EMERGENCY BT CABLE REPAIR

I've been advised that emergency works are required to repair a damaged BT cable, within the carriageway of the A5, at the crossroads of Banbury Lane and Butcher's Lane in Foster's Booth.

These works will be carried out tonight, Thursday 2nd July 2020, during the closure of the A5 to through traffic between Tove roundabout (A43) and Weedon Bec.

Please be assured that every effort will be made to complete these works, particularly the noisier elements, by 11pm. However, as the extent of the works needed to complete the repair is unknown, it is possible that they may continue into the early hours of Friday morning.

Although the crossroads will remain open to local traffic during these works, this traffic will be controlled by the use of temporary 4-way traffic signals.

Use of temporary traffic signal control may result in minor delays so please allow extra time for your journey.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 8 – 25.6.2020

Since my last update on 28th May 2020, we have substantially completed works in Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe.

We are currently carrying out site clearance, regrading of verges, footpath works, CCTV surveys of existing drainage pipelines and installation of drainage and kerbing in both Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe and Phase 5, from Main Street, Church Stowe to Heyford Lane, Stowe Hill. Works started in Phase 5 at 8pm on Monday 22nd June 2020.

Please note that these works, which are being carried out between 8pm and 6am Mondays to Fridays inclusive, are planned to run concurrently for the next week or so until early July 2020, when Phase 4 is completed. Similar works will then start in Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec. It is also planned that Phases 5 and 6 will run concurrently for a further two to three weeks until around mid-July 2020, when Phase 5 is completed. Phase 6 is currently planned for completion in August 2020.

During the weekends of 29th May to 1st June 2020 and 12th to 15th June 2020, we carried out drainage and fencing works in Phases 1 and 2, resurfacing of footpaths in Foster's Booth and other locations in Phases 1 and 2 together with milling, resurfacing and application of road markings to the carriageway in Phase 1.

NB: Further weekend road closures are planned in Phases 1 and 2 as follows:

1. 8pm Friday 26th to 6am Monday 29th June 2020 in Phases 1 and 2

2. 8pm Friday 10th to 6am Monday 13th July 2020 in Phase 1 only

3. 8pm Friday 17th to 6am Monday 20th July 2020 in Phase 2 only

Weekend 1: We shall be carrying out milling, resurfacing, laying of high friction surfacing and application of road markings to the northbound carriageway from just north of Jack's Hill Café to approximately 130 metres north of the Caldecote turn and to the southbound carriageway, from approximately 130 metres north of the Caldecote turn to approximately 300 metres north of the Duncote turn.

We are also planning to reline existing drainage pipes in the vicinity of both Jack's Hill Estate and the Banbury Lane / Butcher's Lane crossroads in Foster's Booth as well as excavating trial pits in the vicinity of the Cornhill turn in Phase 2.

We hope to maintain access across the A5 at the Banbury Lane / Butcher's Lane crossroads in Foster's Booth but, as we shall be relining drainage pipes from access chambers in the crossroads, there will be times between 8am and 11pm on both Saturday and Sunday when access across will not be possible.

Weekend 2: We shall be carrying out milling, resurfacing, laying of high friction surfacing and application of road markings in certain small areas of both northbound and southbound carriageway together with a larger area of the southbound carriageway, from approximately 300 metres north of the Duncote turn to just north of the Astcote turn.

Over this weekend, access across the A5 at the Banbury Lane / Butcher's Lane crossroads in Foster's Booth will be maintained.

Weekend 3: We shall be carrying out milling, resurfacing, laying of high friction surfacing and application of road markings in Foster's Booth, heading northwards from the Banbury Lane / Butcher's Lane crossroads. Works will be carried out in both northbound and southbound carriageways and the crossroads.

Unfortunately, due to the nature of these works, the crossroads at Foster's Booth will be closed during resurfacing operations between 8am and 11pm on both Saturday and Sunday.

We shall also be completing the remainder of our planned resurfacing works to the footpaths in Foster's Booth.

Update Bulletin 7 – 28.5.2020 ***Erratum***
Please note that there is an error in the date given on Page 2 of yesterday's update for the closure

They will in fact be closed each night during week commencing 1st June 2020 and not the 8th June 2020 as stated. This is to allow tree removal and drainage works at the junction to be carried out safely.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 7 – 28.5.2020

Since my last update on 7th May 2020, we have substantially completed works in both Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough).

This means that there will be no further weeknight closures in either of these phases and any outstanding works will be carried out during weekend closures only.

The next two weekend closures in Phases 1 and 2 are planned from: 8pm Friday 29th May to 6am Monday 1st June 2020 and
8pm Friday 12th to 6am Monday 15th June 2020.

Over the first weekend we shall be carrying out resurfacing works to approximately 200 metres of the southbound footpath, heading north from the Duncote turn, together with milling, resurfacing, laying of high friction surfacing and application of road markings to the northbound carriageway in two locations. One from approximately 230 metres north of the Caldecote turn to 360 metres north of the Duncote turn and the other, from approximately 330 metres south of the Astcote turn to 50 metres north of it.

We shall also be carrying out resurfacing works to approximately 340 metres of the southbound footpath, heading north from Butcher's Lane in Foster's Booth and, milling, resurfacing and application of road markings to a 1200mm wide strip of carriageway adjacent to that footway together with milling and resurfacing a 1200mm wide strip of carriageway in front of approximately 340 metres of newly laid kerbing to the northbound carriageway, heading north from Banbury Lane in Foster's Booth.

NB: Due to the health and safety risks to our workforce and the travelling public created by the large number of heavy vehicle and plant movements and the restriction to carriageway widths, the crossroads at Foster's Booth will be closed during resurfacing operations on Saturday and Sunday.

Please also note that for safety reasons, pedestrian access will need to be managed not only during footpath resurfacing works but also whilst the surfacing materials are curing, For your own safety, please follow any instructions given by the marshal(s) during this time.

Over the second weekend we shall be carrying out milling, resurfacing, laying of high friction surfacing and application of road markings to the northbound carriageway, from just north of Jack's Hill Café to approximately 230 metres north of the Caldecote turn and to the southbound carriageway, from approximately 130 metres north of the Caldecote turn to 130 metres south of the Duncote turn.

We shall also be carrying out resurfacing works to approximately 70 metres of the southbound footpath, heading south from Butcher's Lane in Foster's Booth and, milling, resurfacing and application of road markings to a 1200mm wide strip of carriageway adjacent to that footway together with milling and resurfacing a 1200mm wide strip of carriageway in front of approximately 50 metres of newly laid kerbing to the northbound carriageway, heading south from Banbury Lane in Foster's Booth.

We hope to maintain access across the A5 at the Banbury Lane / Butcher's Lane crossroads over that weekend but, as we shall also be relining existing drainage pipes from access chambers within the crossroads, there will be times when access across will not be possible.

We are currently carrying out site clearance, regrading of verges, footpath works, CCTV surveys of existing drainage pipelines and installation of drainage and kerbing in both Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe and Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe.

Please note that these works in Phases 3 and 4, which are being carried out between 8pm and 6am Mondays to Fridays inclusive, will continue to run concurrently for approximately two weeks until Phase 3 is completed. Similar works will then start in Phase 5, between Main Street, Church Stowe and Heyford Lane, Stowe Hill and run concurrently with Phase 4.

NB: the Main Street, Upper Stowe / Furnace Lane crossroads will be closed each night during week commencing 8th June 2020. This is to allow tree removal and drainage works at the junction to be carried out safely.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Addendum to Update Bulletin 6 – 13.5.2020

Since Update 6 was posted on 7th May 2020, we have started works to stabilise a section of embankment to the northbound carriageway, just north of the Caldecote turn in Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth.

These works are planned to continue, with the road being closed to traffic, between 8pm and 6am each night for the rest of this week and over the weekend between 8pm Friday 15th and 6am Monday 18th May 2020.

In an effort to prevent any vehicle accidentally leaving the road and ending up in these excavations during the daytime, we are installing manually operated, three-way, temporary traffic signal control along this particular section of road.

These signals will be in operation each day between 6am and 8pm from today until 8pm this Friday.

Please note that in the event of these works taking longer than planned, due to unforeseen circumstances, these signals may continue to operate into the early part of next week.

I would like to reiterate that every effort will be made to maintain access across the A5 at the Banbury Lane / Butcher's Lane crossroads in Foster's Booth over this coming weekend but, as we shall also be relining existing drainage pipes from access chambers within the crossroads over the same weekend, there may be short periods when that may not be possible.

Update Bulletin 6 – 7.5.2020

Since my last update on 23rd April 2020, we have carried out drainage, kerbing, carriageway reinstatement and a mixture of reconstruction and resurfacing of footpaths in both Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough). We have also carried out milling and resurfacing of the carriageway, laying of high friction surfacing and application of road markings in Phase 1.
Site clearance and tree removal in Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe, were completed as planned on Friday 1st May 2020 and we are now carrying out CCTV surveys of existing drainage pipelines and regrading of verges.

Please note that these works in Phases 1, 2 and 3, which are being carried out between 8pm and 6am Mondays to Fridays inclusive, will continue to run concurrently until the planned completion date for Phase 1 of 18th May 2020.

Works in Phases 2 and 3 will then run concurrently until the planned completion date for both Phases of 1st June 2020.

During works in Phases 1 and 2, every effort will be made to maintain access across the A5 at the Banbury Lane / Butchers's Lane crossroads in Foster's Booth. When driving across the crossroads please take care and follow any instructions given by the Traffic Marshals.

As notified in my previous update, we were planning to carry out milling and resurfacing of the carriageway in Phase 1 this coming weekend. However, we have been advised by our asphalt suppliers that, due to the Coronavirus emergency, they are unable to produce the tonnages of materials required on this particular weekend. As a result, we have no option but to postpone these resurfacing works until the end of May 2020.

This means that no works will be carried out and the A5 will remain open to through traffic from 6am Friday 8th to 8pm Monday 11th May 2020.

However, we are planning to close the road in Phase 1, between 8pm Friday 15th and 6am Monday 18th May 2020, to stabilise a section of embankment to the northbound carriageway just north of the Caldecote turn. This work will involve substantial earthworks to the embankment.

Every effort will be made to maintain access across the A5 at the Banbury Lane / Butcher's Lane crossroads in Foster's Booth over this weekend but, as we shall also be relining existing drainage pipes from access chambers within the crossroads over the same weekend, there may be short periods when that may not be possible.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working.

Update Bulletin 5 – 23.4.2020

Following the eleven days suspension of our works, to accommodate both the Easter holiday period and works on the M1, we restarted as planned at 8pm on Monday 20th April 2020.

Since then we have continued to carry out drainage, kerbing, carriageway reinstatement and a mixture of reconstruction and resurfacing of footpaths in both Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough). We have also continued site clearance and tree removal in Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe.

Please note that these works in Phases 1, 2 and 3, which are being carried out between 8pm and 6am Mondays to Fridays inclusive, will continue to run concurrently until the works described above in Phases1 and 3 are completed in approximately two weeks.

Works in Phase 2 described above will continue for a further two to three weeks after that and will run concurrently with drainage and kerbing works in Phase 3, which are planned to start on 4th May 2020.

During these works, every effort will be made to maintain access across the A5 at the Banbury Lane / Butchers's Lane crossroads in Foster's Booth. However, particularly when existing drainage pipes are being relined from access chambers within the crossroads, it may not be possible to cross for short periods. When driving across the crossroads please take care and follow any instructions given by the Traffic Marshals.

We are currently planning to carry out milling, resurfacing, carriageway reinstatement along the front of newly laid kerbing, installation of temporary and permanent road markings and a mixture of reconstruction and resurfacing of footpaths in Phase 1 over the following two weekends:

between 8pm Friday 24th and 6am Monday 27th April 2020 and

between 8pm Friday 8th and 6am Monday 11th May 2020.

Over these weekends, every effort will be made to maintain access across the A5 at the Banbury Lane / Butchers's Lane crossroads in Foster's Booth.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

All carriageways will remain open, as usual, when we are not working and winter maintenance work, i.e. gritting of the road, will be carried out as normal.

ESCORTED ACCESS PERMITS A5 Jack's Hill Essential Maintenance Works

As we are recommencing works on the A5 tonight, between Tove roundabout (A43) and Weedon Bec, I'd like to take this opportunity to remind you of how the escorted access permit system should be used.

Permits are only to be used by residents needing to safely gain access to and egress from their properties and are not to be used as a means of travelling through the closure to avoid the diversion route(s). Please note that they are only valid during works within the numbered phase identified on each permit.

Please produce your permit to our Traffic Marshal(s) who will arrange for you to be escorted through our works area when circumstances allow.

For your own safety and that of our workforce, please do not attempt to drive through our work site without an official escort.

Although we will make every effort to maintain access through the site during our overnight and weekend works, there will be certain operations such as drainage excavation and carriageway resurfacing which will restrict the movement of vehicles through the site.

Information about any such works will be given in advance to enable you to make alternative arrangements during that period.

Update 3 Apr

Addendum to Update Bulletin 4 – 3.4.2020

Since Update 4 was posted on 19th March 2020, we have carried out milling and resurfacing of the southbound lane of the A5 in Phase 1, together with installation of temporary and permanent road markings in the following locations:

Northwards for a length of approximately 240 metres from a point south of the access to Bell Plantation. These works were carried out on the night of 25th / 26th March 2020.

Northwards for a length of approximately 700 Metres from a point just north of Jack's Hill Café to approximately 120 metres past the Caldecote turn. These works were carried out last weekend.

We are currently planning to carry out a mixture of reconstruction and resurfacing of the footpath alongside the southbound lane of the A5 in Phase 1 between 8pm Friday 3rd and 6am Monday 6th April 2020 in the following locations:

Northwards for a length of approximately 440 metres from a point just north of the access to Bell Plantation to just north of Jack's Hill Café.

Northwards for a length of approximately 600 metres from a point approximately 340 metres south of the Astcote turn to approximately 260 metres past the Astcote turn.

Please note that these footpath works need to be completed before resurfacing of the adjacent carriageway can be carried out. This is to minimise the likelihood of damage to a newly resurfaced length of carriageway which could occur if the sequence was reversed.

We are also carrying out drainage and kerbing works in Phase 1 during this weekend.

Access across the A5 at the Banbury Lane / Butcher's Lane crossroads will be maintained over this weekend. Please take care when using the crossroads and follow any instructions given by the Traffic Marshals.

Drainage, kerbing and footpath works are continuing during weeknights in Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth and Phase 2, which runs northwards from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough).

We have also started overnight site clearance and tree removal in Phase 3, which runs northwards from Northampton Road (Litchborough) to Main Street, Upper Stowe.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 4 – 19.3.2020

Since my last update on 12th February 2020, we have completed vegetation clearance and tree removal in Phases 1 and 2, from Tove Roundabout (A43) to Northampton Road (Litchborough).

These works were extended so that our specialist contractors could deal with windblown treefall and debris resulting from Storm Brendan.

Works are continuing in Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth, although we have completed CCTV surveys of existing drainage pipelines and repairs to some of those pipelines using trenchless technology. We have substantially completed the clearing of vegetation from footpaths, repairs to the balance of existing drainage pipelines by excavating trenches, installation of new pipelines and headwalls to those pipelines where they enter ditches, re-forming roadside ditches and breaking out existing kerb lines to replace them with an integral kerbing and drainage system.

During the excavation of trial holes to locate mains and services, it was found that a substantial length of existing kerbing on the southbound side had gas and water mains running directly beneath. As a result, we have had to order shallower kerb / drainage units than expected and change the drainage outfall system. As I'm sure you will appreciate, the presence of the gas and water mains will make the process of removal and replacement of the existing kerb lines with the shallower type slower than originally planned. We have also been advised by our suppliers that, due to restrictions now in place as a result of the Coronavirus, the shallow kerb units may not be delivered for four to five weeks. This means that unfortunately, I'm unable to give a definite completion date for our works in Phase 1.

Works are also continuing in Phase 2, which runs northwards from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough), although vegetation clearance, tree removal, CCTV surveys of existing drainage pipelines and repairs to pipelines using trenchless technology are complete. Works including clearing of vegetation from footpaths, repairs to the balance of existing drainage pipelines by excavating trenches, installation of new pipelines and headwalls to those pipelines where they enter ditches, re-forming roadside ditches and breaking out existing kerb lines to replace them with an integral kerbing and drainage system are ongoing and will continue for the next few weeks.

We are also currently planning to carry out milling, resurfacing and application of temporary and permanent road markings to the southbound lane of the A5, from a point approximately 45 metres south of the access to Bell Plantation to a point approximately 100 metres north of Jack's Hill Café, on the nights of Wednesday 25th and Thursday 26th March 2020.

During these particular works, escorted access will be maintained along the northbound lane for Phase 1 escorted access permit holders and to Jack's Hill Café. Works across the access to Bell Plantation will not start until after 9pm.

Please note that overnight works in Phases 1 and 2 will run concurrently for the next few weeks but, access across the A5 at the Banbury Lane / Butchers's Lane crossroads in Foster's Booth will be maintained whenever possible*. Please take care when using the crossroads and follow any instructions given by the Traffic Marshals.

All overnight works are carried out between 8pm and 6am Mondays to Fridays inclusive.

As you are no doubt aware, we successfully completed the installation of a new surface water drain across the full width of the A5 in Phase 1, approximately 250 metres south of the Banbury Lane / Butchers's Lane crossroads in Foster's Booth, between 8pm Friday 21st February and 11pm Sunday 23rd February 2020.

We are now planning to carry out milling, resurfacing and installation of temporary and permanent road markings to the northbound lane of the A5, from a point north of the Duncote turn to a point north of the Astcote turn, between 8pm Friday 27th and 6am Monday 30th March 2020.

From 8am until 11pm on Saturday 28th March 2020, we shall also be carrying out saw cutting of the footpaths and carriageway and breaking out of existing kerb lines at the Banbury Lane / Butcher's Lane crossroads in Foster's Booth, for the installation of an integral kerbing and drainage system.

*Please note that, due to the health and safety risks to our workforce and the travelling public created by the large number of heavy vehicle and plant movements during resurfacing operations and the restriction to carriageway widths caused by the kerbing works, the crossroads at Foster's Booth will be closed to all but escorted access permit holders over that weekend.

Update Bulletin 3 – 12.2.2020

Since my last update on 29th January 2020, we have substantially completed vegetation clearance and tree removal in Phases 1 and 2, from Tove Roundabout (A43) to Northampton Road (Litchborough).

During the last few days, we have also managed to deal with windblown treefall and debris resulting from Storm Ciara,

As part of our commitment to protecting and enhancing the environment whenever possible, we have used dead wood to form eco-piles. These eco piles provide habitats for various mammals, invertebrates, amphibians and insects.

Works currently being carried out in Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth include clearing vegetation from footpaths, CCTV surveys of existing drainage pipelines, repairs to pipelines using both trenchless technology and excavating trenches, trial holes to locate mains and services, installation of new pipelines and headwalls to those pipelines where they enter ditches, re-forming roadside ditches and breaking out existing kerb lines to replace them with an integral kerbing and drainage system.

These works will continue in Phase 1 for the next few weeks, with the exception of CCTV surveys of existing drainage pipelines and repairs to pipelines using trenchless technology as they will be completed this week.

Please also note that when we are carrying out kerbing and drainage works at these crossroads, traffic will be controlled with temporary 4-way traffic signals.
Unfortunately, despite our best efforts, there may be occasions when your journey across the A5 at these crossroads is delayed. I would ask for your patience and understanding whenever that happens.

These particular works will be carried out overnight between 8pm and 6am Mondays to Fridays inclusive.

In my previous update, I advised you that we were planning to carry out a road crossing of the A5 in Phase 1, approximately 250 metres south of the Banbury Lane / Butchers's Lane crossroads in Foster's Booth, to install a new surface water drain between 8pm Friday 14th February and 6am Monday 17th February 2020.

However, as local businesses have stressed the importance to them of St. Valentine's weekend, it has been decided to postpone these works so that local businesses can benefit from the road remaining open to traffic over that weekend.

Works will still be carried out overnight on Friday 14th February 2020 but the road will not be closed to through traffic until 9pm and will be re-opened again by 6am Saturday 15th February 2020.

Please note that our decision to postpone these works is a singular one, as our programme for this essential maintenance scheme cannot sustain too many unplanned delays.

We are now planning to carry out this road crossing of the A5 in Phase 1 between 8pm Friday 21st February and 6am Monday 24th February 2020.

To maintain a safe environment for our workforce and road users, the A5 will be closed to through traffic between the Towcester Roundabout (A43) and Weedon crossroads during our working hours.

ESSENTIAL MAINTENANCE WORKS: A5 JACK'S HILL Multi-Disciplinary Project

Update Bulletin 2 – 29.1.2020

Works to our essential maintenance scheme on the A5, between Tove roundabout (A43) and Weedon, started on Monday 13th January 2020 as planned.

We are currently working in Phase 1, which runs northwards from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads in Foster's Booth.

Works carried out to date in Phase 1 include: vegetation clearance, tree removal, clearing grass and vegetation from footpaths, CCTV surveys of existing drainage pipelines, repairs to pipelines using trenchless technology, trial holes to locate mains and services, re-forming roadside ditches and breaking out existing kerb lines to replace them with an integral kerbing and drainage system.

These works, together with repairs to pipelines by excavating trenches, installation of new pipelines and headwalls to those pipelines where they enter ditches, will continue in Phase 1 for the next few weeks.

Vegetation clearance, tree removal, CCTV surveys of existing drainage pipelines and repairs to pipelines using trenchless technology started this week in Phase 2, which runs from Banbury Lane / Butchers's Lane crossroads in Foster's Booth to Northampton Road (Litchborough). Excellent progress to site clearance and tree removal in Phase 1 has resulted in Phase 2 starting earlier than planned. These works in Phase 2 will continue for the next few weeks.

NB: Phases 1 and 2 will now run concurrently for the next few weeks but, access across the A5 at the Banbury Lane / Butchers's Lane crossroads in Foster's Booth will be maintained.

These particular works will be carried out overnight between 8pm and 6am Mondays to Fridays inclusive.

In an effort to reduce the environmental impact of our works, cordless electric STIHL chainsaws are in the process of being purchased by our specialist contractor. These chainsaws are particularly intended for use in residential areas due to their reduced operational noise levels.

Please note that we are planning to carry out a road crossing of the A5 in Phase 1, just south of the Banbury Lane / Butchers's Lane crossroads in Foster's Booth, over one weekend.

These works, to install a new surface water drain, are currently planned to take place between 8pm Friday 14th February and 6am Monday 17th February 2020.

Please note that the A5, between Tove roundabout (A43) and Weedon, will remain open as usual when we are not working and winter maintenance work, i.e. gritting of the road, will be carried out as normal.

Please also note that all our planned road works may be subject to change due to weather conditions or unforeseen circumstances.

Local businesses will be open as usual during these essential works so please continue to use these and ask others to do the same. I'm sure that your local business community would appreciate it.

As you may be aware, Highways England will be carrying out essential maintenance works to the A5 between Tove roundabout (A43) and Weedon until the end of July 2020.

These works are programmed to commence on Monday 13th January 2020.

The initial works to Phase 1 (from Tove roundabout (A43) to the Banbury Lane / Butcher's Lane crossroads, Foster's Booth) includes vegetation clearance before bird nesting season commences and surveys of existing drainage pipelines.

These particular works will be carried out overnight between 8pm and 6am Mondays to Fridays inclusive and are programmed to take approximately two weeks.

Please note that the A5, between Tove roundabout (A43) and Weedon, will remain open as usual when we are not working and winter maintenance work, i.e. gritting of the road, will be carried out as normal.

Update 8 Jan 20

In response to a query by the PC about the use of the Banbury Lane/A5 crossroads during the roadworks, the following response has been received from Highways England:

"We will make every effort to maintain access across the A5 at the Banbury Lane / Butchers Lane crossroads during our works.

However, there may be occasions when the type of works being carried out at the crossroads make that impossible.

Please be assured that notification of any such occasion will be given in advance so that drivers can make alternative arrangements."

Update 3 Jan 20

Signs on the A5 northbound leaving Towcester indicate that the roadworks will start on 13 January 2020.

Between January 2020 and July 2020 there will be major roadworks along the A5 between the Towcester Roundabout and Weedon.

This will include tree and vegetation clearance, repair to damaged drains, repairing ditches, and resurfacing.

It will entail:

  • Week night closures (8pm - 6am)
  • Some full weekend closures (8pm Friday - 6am Monday).

This special page has been opened on the parish web site to keep residents informed of the progress. It will be updated regularly whenever information is received from the contractors or Highways England.

The initial warning letter from Highways England is below. This information shows:

  • Notification letter, giving the main details;
  • The main diversion map;
  • The non-motorway diversion map;
  • The planned phases of the project.
