The Structural Change Order (SCO) has finally made it through parliament. The SCO gives legal effect to the creation of the unitary councils in Northamptonshire, so it's been nail-biting waiting for it to progress through parliament. Now the Local Government Reorganisation Programme can be driven forward with legal certainty. There are just 411 calendar days left until 1 April 2021, which is Vesting Day for the unitary councils.
